Serpentor vs. Cobra Commander: Who Was the Better Leader?

Using only the Sunbow G.I.Joe: A Real American Hero cartoons from the 1980s, I decided to conduct a scientific study on who is the better leader, Serpentor or Cobra Commander.

At first glance, Cobra Commander seems like the obvious choice. After all, he founded Cobra, built it into a worldwide criminal empire, recruited some of the greatest villains in the world, and somehow managed to finance everything from hidden island fortresses to fleets of H.I.S.S. Tanks. Without Cobra Commander, there is no Cobra. But founding an organization and leading it are two very different things.

Cobra Commander deserves credit for creating one of the most recognizable villain organizations in television history. He had vision. Every week he was unveiling another elaborate plan to conquer the world, whether it involved weather control devices, mind-altering technology, or ancient artifacts with incredible power.

The problem was execution.

Time and time again, Cobra Commander let his emotions get the better of him. When things started falling apart, he panicked. He blamed Destro. He blamed the Baroness. He blamed his troops. Basically, everyone but himself. His leadership style often created chaos inside Cobra. Instead of working together, Cobra's top officers spent as much time arguing with each other as they did fighting G.I. Joe.

Of course, that's also what made him such a memorable character. His dramatic speeches, over-the-top reactions, and constant frustration gave the cartoon much of its personality. Cobra Commander wasn't just the villain—he was the entertainment.

Everything changed when Dr. Mindbender created Serpentor from the DNA of history's greatest military conquerors.

From the moment he appeared, Serpentor carried himself like a ruler who believed victory was inevitable.

Unlike Cobra Commander, Serpentor wasn't content to bark orders from headquarters. He led attacks personally. He charged into battle alongside his troops and expected everyone to follow him. Whether his plans succeeded or failed, no one could accuse him of lacking courage. That confidence inspired Cobra's soldiers in a way Cobra Commander rarely did.

So Serpentor is the better leader? Not entirely.

For all of Serpentor's confidence, he suffered from many of the same flaws as the leaders whose DNA created him—especially arrogance. He believed he couldn't lose. That overconfidence often pushed Cobra into unnecessary battles and reckless decisions. Worse, he immediately alienated many of Cobra's experienced leaders. Destro openly questioned him. Cobra Commander plotted against him almost immediately. Even loyal officers like Tomax, Xamont, and even Dr. Mindbender struggled with his authoritarian style. Serpentor may have been a stronger battlefield commander, but he wasn't particularly skilled at keeping Cobra united.

Cobra Commander was the visionary entrepreneur. He built Cobra from nothing, recruited followers, found funding, and kept the organization alive despite countless setbacks. Serpentor was the military general. His strength wasn't creating an organization—it was leading one into battle. If Cobra had been a real corporation, Cobra Commander would have been the founder and CEO, while Serpentor would have been the aggressive new executive hired to improve performance. Unfortunately, instead of working together, they spent most of their time trying to undermine each other.

Sound familiar?

So Who Wins?

If we're talking about combat leadership, Serpentor gets the edge. He was fearless, decisive, and willing to fight alongside his troops. His soldiers had every reason to believe he would lead from the front.

If we're talking about building Cobra into a global threat, Cobra Commander wins without question. You can't ignore the fact that he created the organization everyone else inherited.

Ironically, the cartoon itself may have stumbled onto the perfect answer without ever intending to. The strongest version of Cobra would have combined Cobra Commander's vision with Serpentor's battlefield leadership. Instead, their rivalry became Cobra's greatest weakness, allowing G.I. Joe to exploit the constant infighting.

In the end, that's probably why G.I. Joe kept winning.
